Oklahoma RC/AL Initial Certification Training Program (ICTP)
Esteem’s Residential Care/Assisted Living (RC/AL) Initial Certification Training Program is for anyone who wants to enter the rapidly growing field of assisted living and residential care management. This RC/AL Initial Certification Training Program (ICTP) meets Oklahoma’s DSS‘ training requirements and prepares you to pass the state exam and NAB. Topics covered include client care, medications, staffing, clinical needs, management and Oklahoma regulations for assisted living and residential care.

Dr. Stephan Scoggins is a RN, MPH, PhD and has been a vendor in the State of California as an approved provider for Residential Care Facilities for the Elderly and Adult Residential Facilities. He holds a California RCFE Administrator’s Certification. After caring for his mother in 2019, Dr. Scoggins opened his own RCFE in Palm Springs, CA, solely as a tribute to his mother. Now, returning to his hometown of Tulsa, Oklahoma, he is very pleased to be an approved pre- licensure trainer to provide the required instruction that will assist others in opening safe and competent homes, to duplicate the loving care and compassion that he was able to provide his mother.
Steps to become an RC/AL Administrator.
STEP 1: Enroll in our approved pre–licensure training course.
STEP 2: Complete our entire course, along with a required (MAT) Medication Adminitration Technician’s course, that you select from state approved MAT providers. If you are a CMA or a nurse, you are not required to obtain a MAT certification.
STEP 3: Register at the OSDH website www.osdh.gov/health to apply for licensure. Required documents include a passport photo, resume and 3 letters of recommendation, along with documents you will be given from our course. OSDH will require you to provide a High School Diploma/GED or Higher Degree Diploma. The certificate of completion from our course must be presented to OSDH to be eligible to schedule your exam.
STEP 4: Take and pass the Oklahoma State Standards exam offered by OSDH.
STEP 5: Take and pass the NAB RC/AL exams. OSDH must approve all applicants for testing. STEP 5: Submit all documentation and complete licensure with OSDH.
RC/AL Administrator Qualifications
To become a Certified RC/AL Administrator you must meet the qualifications outlined in the regulations. At least 21 years of age; having a high school diploma, GED, or equivalent. One of the following: At least 1 consecutive year of health care experience OR At least 30 college semester hours in a healthcare related field of study. Additionally, all candidates are required to have the knowledge and ability to meet regulatory requirements and provide care and supervision.
2026 RC/AL Course Dates – October 4, 2026 to November 22, 2026
This RC/AL Initial Administrator Certification Course allows you to complete the entire program, part–time, evenings, online training, which will be satisfied via 15 livestream classes, held from 6:00pm to 10:00pm. Additionally, unless exempt, we conveniently have the required Medication Administration Technicians course, immediately following the RC/AL course. You must attend each class and be in FULL camera view to get credit for attendance.
